Report Card on American Education:
State Education Rankings K-12 Performance, Progress, and Reform
by Dr. Matthew Ladner and Dan Lips
ALEC’s 17th edition of the Report Card on American Education (click here for PDF download) contains a comprehensive overview of educational achievement levels (performance and gains for low-income students) for the 50 states and the District of Columbia (see full report for complete methodology). The Report Card details what education policies states currently have in place and provides a roadmap for legislators to follow to bring about educational excellence in their state.
Focusing on the reforms recently enacted in Indiana, and with a foreword by Indiana Governor Mitch Daniels, this Report Card on American Education examines the experiences other states can learn from the struggles and triumps in Indiana.
Authors Dr. Matthew Ladner and Dan Lips analyze student scores, looking at both performance as well as how scores have improved over recent years. Additionally, each state is graded based on its current education policies.

What Others Are Saying:
“2011 was a historic year for parental choice in education. But we have much further to go to ensure that all children have the opportunity to recieve a high-quality education. Education reform is the most important public policy issue of the 21st century, because if we fail to dramatically improve school for all our children then we fail as a country. That is why this book is so important. It provides parents and policymakers with the facts about the condition of American education and a roadmap of the kinds of reforms that are urgently needed to ensure that all children can reach their potential.”
- Robert Enlow, The Friedman Foundation for Educational Choice
“ALEC’s Report Card is a tremendous asset in the effort to make education more accountable to parents, rather than bureaucrats. The Report Card provides the transparency that’s often talked about but seldom delivered by government agencies. For those who aren’t already regular readers of the annual ALEC Report Card, 2011–The Year of School Choice–is a great time to start.”
- Jennifer Marshall, The Heritage Foundation
